Carmen Facciolo is a senior advisor at the University of Pennsylvania's Crime and Justice Policy Lab. He is embedded within the Baltimore City government, advising city principals on strategy and implementing violence reduction and community safety initiatives. He is also a partner at Rothschild/Lawrence, a boutique consulting firm that focuses on the Consortium for Health, Justice, and Safety project. 

Previously, Facciolo was a civilian assistant chief in a Maryland police department, the special assistant to District Attorney Darcel D. Clark, and the deputy chief of strategic enforcement/strategic innovations at the Bronx District Attorney’s Office, overseeing the county’s efforts to reduce violence and opioid overdoses. Additionally, he directed intelligence, data science, forensics, technical investigations, and the alternatives to incarceration bureaus and coordinated strategic technology, partnerships, and policy for the district attorney.

Facciolo was a senior policy advisor in the Obama White House and the US Department of Justice, focusing on intelligence and data, violence prevention, criminal justice and civil rights, and community engagement. He also provided technical assistance domestically, in the Middle East, the Northern Triangle, South America, and Asia, for the federal government through the Center for Justice Innovation. He began his career in public service as an advisor and aide to President Judge Jan R. Jurden in Delaware.

Facciolo is a University of Delaware, Wilmington University, and Harvard University graduate. He is pursuing a master of public administration at the University of Pennsylvania's Fells Institute. He has worked on numerous local, state, and national political campaigns. Most recently, he served as a policy advisor to (now) Secretary Pete Buttigieg in his 2020 Presidential Campaign and as a policy committee member for the Biden/Harris 2020 Presidential Campaign.
