About Carmen

Carmen has industry, non-profit, and government experience at the local, state, and federal levels. Carmen specializes in violence and crime reduction, community service and innovation, public health, and criminal justice.

He is a senior advisor at the University of Pennsylvania's Crime and Justice Policy Lab. He is embedded within the Baltimore City government, advising city principals on strategy and implementing violence reduction and community safety initiatives. He is also a partner at Rothschild/Lawrence, a boutique consulting firm that focuses on the Consortium for Health, Justice, and Safety project. 

Previously, he was a civilian assistant chief in a Maryland police department, the special assistant to District Attorney Darcel D. Clark, and the deputy chief of strategic enforcement/strategic innovations at the Bronx District Attorney’s Office, overseeing the county’s efforts to reduce violence and opioid overdoses.

He was a senior policy advisor in the Obama White House and the US Department of Justice, focusing on intelligence and data, violence prevention, criminal justice and civil rights, and community engagement. Carmen lives in Washington, DC with his wife and dog.

Areas of Expertise

Intelligence & Crime Strategies

As a senior advisor at the University of Pennsylvania, Carmen works and is embedded with the Baltimore Police Department and the City of Baltimore helping to improve its intelligence and analytical capacity to fight group and violent crime. Prior to his work at The Consortium, Carmen served with the Bronx District Attorney’s Office as Special Assistant to District Attorney Darcel D. Clark and Deputy Chief (Executive), overseeing the Strategic Enforcement and Innovations Division.

In this role, he directed all intelligence and crime strategies efforts, technical investigations including crime scene, photo, cell-site analysis, and digital forensics, forensic science services, strategic technology, the planning and analysis unit, and the alternatives to incarceration bureau. He also coordinated the county’s response to major law enforcement incidents, criminal court backlogs, discovery reform, moving the courts remote during COVID-19, the opioid epidemic, and mental health and crisis intervention services.

Criminal Justice & Violence Reduction

Before joining the Bronx District Attorney’s Office, he served as a senior policy advisor in the U.S. Department of Justice’s Office of Justice Programs, coordinating a whole-of-government violence reduction strategy. He was the primary architect of many national programs for the federal government, including the Body-Worn Camera Program, intelligence for law enforcement, human trafficking task forces, mental health crisis responses, and homicide and forensic investigations.

He also improved crime analysis for local law enforcement and managed a large appropriations and grant portfolio. Previously, he served as a senior policy advisor in the Obama White House, advising the president, vice president, and senior administration officials on criminal justice issues, public health, violent crime, law enforcement, and civil rights.

The Consortium for Health, Justice, and Safety works to provide tailored consulting services to healthcare organizations, political campaigns, government agencies, corporations, and individuals. Using his law enforcement experience, Carmen bridges the gap between government and the private sector, working with police departments, first responders, and other health agencies across the globe to increase public safety, reduce violence, and improve community trust.
